Ziro: nature beauty’s blemished by human greed

Taba Ajum

ITANAGAR, May 20: One of the most beautiful places of state, Ziro valley blessed with enchanting beauty is today fighting hard to maintain the status of a ‘tourist paradise’. Illegal encroachment and deteriorating law and order situation is posing serious threat to image of Ziro valley as a hot tourist destination. The illegal encroachment is so rampant that most of the government owned quarters are vanishing from the scene.

The lush green colonies have given way to concrete jungles. The visitors feel suffocated while visiting some of the colonies of the twin town of Ziro-Hapoli.

“In the last 10 years many buildings have come up in our colony. In front of the govt quarter, large buildings are coming up. During winter we do not get access to natural sunlight because of such illegal construction,” told a resident of medical colony, Hapoli.

To make matter worse, builders ill-treat those living in government quarters.

“Years ago when they started construction near my quarter, I had protested  them. There was little space in front of my quarter where my kids used to play. But builders started construction work right near the entrance of my quarter. My children cried a lot seeing that space being encroached,” told another resident of Medical colony.

With administration going weak on such illegal encroachers, it has encouraged even those government servants to carry out construction work in their own government quarters.

“When present health secretary Kaling Tayeng was deputy commissioner of Lower Subansiri, he tried his best to stop illegal encroachment in Ziro-Hapoli area. But his action was strongly resisted by powerful group of illegal encroachers. Many believe that he was transferred out of Lower Subansiri at that time because of his daring act against land grabbers,” told a resident of Ziro.

Ever since he left, no other deputy commissioners have ever dared to take action against the encroachers. The rampant encroachment is killing the beauty of Ziro which is serious cause of concern for everyone.

In the last few years, the once peaceful Ziro valley has witnessed sudden sprout in crime rate. The incidents of robbery and loot are being reported quite regularly. Most of the residents prefer to stay indoor during evening hour because of such incidents.

“It has become very risky to walk alone in isolated area during evening hours. Incidents like snatching of pursue and mobile phones are becoming quite common. In fact law and order situation is so bad that I feel more safe when I am at Itanagar than in Ziro,” told Yachang Tacho, a keen observer, who is editor of English weekly The Subansiri, published from Hapoli town.

Some of the local residents also feel that cleanliness in the district headquarter need to improve.

“People come to the Ziro valley to explore nature. However starting from the entry point, garbage welcomes the visitors. We cannot blame administration alone for such mess. The citizens of Ziro-Hapoli should contribute their bit too,” said a citizen of Hapoli.

Along with Tawang-Bomdila area, Ziro valley is considered to be major tourist hub of state. Large number of tourists including both foreign and domestic visit Ziro valley every year. At a time when state government is trying hard to sell Arunachal as major tourist destination, it is a shame that thriving tourist destination like Ziro valley, is struggling with many problems which may turn off many potential visitors.

PPA endorses students’ demand, seeks white paper on financial status

ITANAGAR, May 20: Peoples’ Party of Arunachal (PPA) today called upon the state government to respond positively to the various demands of All Arunachal Pradesh Students’ Union (AAPSU), civil societies and other political for white paper on state’s financial position in, among others.

The Chief Minister should come out with ‘white paper’ on financial status, hydro power policy and law and order situation in the state as demanded by AAPSU since the CM had asserted before the people that his government has nothing to hide, PPA said in a release. Government should not make false claim on law and order situation in the state, especially in the capital region, it added.

The press statement given by the Parliamentary Secretary for Hydropower on the use of police forces during the conduct of public hearings is a mockery of the objectives of the public hearing. Public hearing should be conducted in such a manner, where every concern individual enjoys liberty to express their views. But deployment of massive police and para-military forces for conducting public hearing for hydro power projects is kind of intimidation, imposition and suppression of the voices of people in favour the corporate, the PPA said.

“Instead of pro-people hearing, the Government is conducting pro-corporate hearing,” the party accused Tuki government.

PPA also accused the Assam government of adopting aggressive border policy towards Arunachal Pradesh to occupy the land belonging to Arunachal Pradesh. It lamented lack of a clear cut policy on the border problems.

Broken dreams

Dear Editor,

With total grief and despair, I want to highlight problems faced by poor graduating students of our state. As everybody, we students do have tremendous hope from the state government to meet our needs in getting good educational qualification.

Straight to the point, I am a student currently preparing for the final exams of B Pharm and I hail from a poor family. With total dedication and consistent preparation for UPSC exam-2012, I opted to attempt this year. But unfortunately due to shortage of financial support I could not show up at the exam center. Every year we were paid Rs.4, 960 as stipend by the Directorate of Health Service of our state in the month of April which really helped a lot. We students are still hoping for it positively.

By now, if I were paid the stipend, I would have been attempting UPSC-2012 exam in Itanagar which was held on May 20. This is not to blame the government; I just expressed a hope that remains in hearts of thousand aspirants of our state.

Yours,

Rajemso Kri

A horrendous experience

Dear Editor,

It was a painful journey on the way back from Agartala to Guwahati and then to the Pasighat on 17th May.

We reached ISBT, Guwahati at around 5: 30 pm and bought the Guwahati-Pasighat ticket from counter no. 30. The reporting time was 6 pm. While waiting for the bus at bay no. 30, we came to know that all the passengers have been issued different reporting times starting from 4 pm. Till 7pm the bus did not report and we enquired at the counter, they assured us that it will come. By the time the bus came, it was 8 pm.

Moreover on reaching Silapather, all the passengers got down. Surprised I asked the driver what was going on. He replied that the bus won’t go beyond Silapather. I showed him the ticket but the driver ignored it by saying, it was not his problem. Then I rang up the counter at the number given on the ticket and asked him to adjust us in a bus going to Pasighat, but he refused. I told him that it is an illegal act.

After I threatened to lodge a complaint under the Consumer Protection Act, the person at the counter finally called me. He asked me get half of the fare from Silapathar counter which we got.

According to Consumer Protection Act 1986 it is our right to seek redressal against the unfair trade practices or restrictive trade or exploitation of customers.

Stop the cheap trick

Dear Editor,

Through your esteemed daily I would like to request coaching institutes in our state not to use the name of such candidates who get through different examinations, who haven't attended the classes even after joining it. No doubt they are playing a commendable role in moulding our students for various competitive exams but using the name of others to popularise oneself is misleading and embarrassing besides being wrong morally. So please stop using this sort of cheap tricks to lure students into joining them especially.

Yours,

T Taipodia

We place out faith in you

Dear Editor,

The last 2-3 months there was a news mainly about the non-payment of salaries to the (SSA) teachers. It’s a good news that finally they have got their salaries.

Now, what I would like to share is that, recently, I have had a conversation with a SSA teacher, who is posted in a village somewhere in the Changlang border. After knowing certain facts about the teachers there, I was really anguished and antagonized. The teacher told me that in that village there is no one to question them about their apathy towards their duties. I may not understand the arduous work the teachers undergo. But I feel that when you are paid for it, you should not neglect your work, especially when a child's future is connected with it. We regard teachers, as our child's second parents and handover our children to the teachers, ones they go to the school. How can a teacher be so careless?

Now the next academic session is soon to begin. I would like to request all the teachers to kindly do their duties sincerely. Your hard work can act as a catalyst to a child’s life. The payment you get after your long hours of teaching might be less, but I believe that the blessings you get from an unknown number of parents counts more.

Yours,

M B Wangsu

Verification needed

Dear Editor,

It is an appeal to the local administration of  Namsai Sub-division that they should not grant any certificates and use it to enlist villagers of Borbill and Juna Kachari in the voter’s list without proper verification.

During the PRC outcry in Lohit district, it was seen that they had called many of their relatives from neighbouring state in order to support their cause. Moreover, the border is porous especially, Borbill village. And it is opined that many people from Assam are taking shelter in bordering area, nearby Borbill village.

And in addition to this, it is also implored to the government of Arunachal Pradesh not to give ST status to the Kachari people of Juna Kachari village though; they have made a demand to the Registrar General and Census Commissioner of India to register them as ST in census operation.

Yours,

Chow Nakunand Singkai

Towards slum-free India

The slum population has become a major impediment for India in its way to become a one of the developed countries in right perspective.  According to a report, Asia was a home to more than half of the world’s slum population or about 581 million people in 2005. Although, China, which is the most populated country in the world, was the home of world’s largest slum population, its slum prevalence in 2001 was lower than that of India. According to a Planning Commission survey in 2010, there was a growth of 17.8 million in the urban slum population across the country in the last decade.

Despite India equipped with policies to reduce extreme poverty and improve the lives of slum dwellers, it is said that the policies failed to create much impact on the lives of slum dwellers.

However, there is a ray hope towards making India a slum-free country with the launching of  ‘Rajiv Awas Yojana’ (RAY)  in 2011. The RAY aims at covering about 250 cities with about 32.1 million slum dwellers by the end of the 2017.  The most crucial reform to be enacted under the scheme is the property rights reform.

According to Minister for Housing and Urban Poverty Alleviation Kumari Selja, “ the Scheme will provide financial assistance to States that are willing to assign property rights to slum dwellers for provision of decent shelter and basic civic and social services for slum redevelopment, and for creation of affordable housing stock.” For the North Eastern and Special Category States, the share of the Centre would be ninety per cent including the cost of land acquisition, if required. Under RAY, 8 pilot projects in 5 states with total project cost of Rs. 446.22 crores involving Central Assistance of Rs. 197.09 crores have been approved for construction of 8400 dwelling units, the minister said.

No doubt, the Govt took right steps to give slum dwellers property rights and assistance for home loans. However, India needs policies that are more radical to improve the lives of slum dwellers within  the stipulated period.
